MISIÓN

Promover y desarrollar la electrificación en áreas rurales no servidas y no concesionadas a partir de fuentes de energía renovables y no renovables; de forma eficiente, económica y sostenible, con el fin de proporcionar su desarrollo y así mejorar la calidad de vida de los habitantes de las comunidades rurales de nuestro país.

VISIÓN

Desarrollar soluciones de electrificación para aumentar el acceso de la población rural a servicios de electricidad que sirvan de soporte para el desarrollo integral del país. leer más..

Antecedentes OER

Reseña Histórica

En 1978 el Gobierno de Panamá a través del extinto Instituto de Recursos Hidráulicos y Electrificación – IRHE, anteriormente responsable de la generación, transmisión y distribución de energía eléctrica, incluyendo la electrificación rural, creó el Plan Quinquenal de Electrificación Rural – PQER, cuya implantación contó con financiamiento del Banco Interamericano de Desarrollo. Las obras del PQER permitieron aumentar la cobertura del servicio eléctrico a nivel nacional de un 53.8% en 1985 a un 77.8% en 1996.

Con la implementación de las reformas en el sector eléctrico en 1996 y la privatización de las empresas distribuidoras en el año 1998, el subsector de distribución eléctrica se conformó por tres empresas distribuidoras concesionarias: Elektra Noreste, S.A., Empresa de Distribución Eléctrica Metro Oeste, S.A. - EDEMET y Empresa de Distribución Eléctrica Chiriquí, S.A. – EDECHI.   El Gobierno identificó que el sector privado tendría dificultades para seguir expandiendo los servicios de electricidad a los usuarios más pobres, en especial en zonas rurales.

La Ley 6, de febrero de 1997 estableció que el Órgano Ejecutivo – a través de la OER - continuaría promoviendo la electrificación en las áreas rurales no servidas y no concesionadas, para lo cual programaría los proyectos y se le asignaría anualmente, dentro del Presupuesto General de la Nación, los recursos necesarios a fin de cumplir con dicha finalidad.   

Posteriormente, en virtud del Decreto 29 de 1998, la OER fue creada como una dependencia del Ministerio de la Presidencia pero con autonomía parcial, ya que cuenta con un representante legal, un comité ejecutivo y con una línea presupuestaria dentro del presupuesto del Ministerio de la Presidencia.  Es en este contexto que la OER implementa el Plan de Electrificación Rural - PLANER, que busca aumentar la cobertura nacional a más de 90% hasta el año 2012.

Conoce OER

Proyecto de Electrificación Rural a través de Extensión de Redes

Este componente contempla financiar la expansión de la cobertura de electrificación rural principalmente bajo un esquema de provisión de subsidios a los distribuidores pero sin eliminar necesaria y totalmente el esquema que viene empleando actualmente la OER para la ejecución de las obras.

Este componente comprende dos modalidades:

  • Electrificación de localidades mediante proyectos de extensión de redes.
  • Densificación de clientes localizados en áreas que cuentan con redes de distribución pero que, por diferentes razones, no están conectados.

Proyecto de Electrificación Rural en Sistemas Aislados

Este componente contempla el desarrollo de proyectos piloto de micro y/o pequeñas hidroeléctricas, plantas eólicas, sistemas fotovoltaicos u otras energías renovables orientadas a preservar el medio ambiente, mejorando la calidad ambiental del abastecimiento energético y reduciendo de manera importante los costos de la energía mediante la sustitución de sistemas de generación diesel.
